Tibisay is a telecommunications engineer from the Universidad Pontificia Bolivariana, Medellín, and holds a masters degree in Information and Communication Technologies, with an emphasis on telecommunications from the same university. She is currently a candidate for a PhD in Engineering with an emphasis on telecommunications. Her experience is in the implementation of data and VoIP networks, in addition to the implementation, support and management of residential and corporate Internet and television services in HFC and GPON networks.

She has more than five years of experience as a teacher of data networks, and is a researcher on issues related to positioning systems and radio localization of sources in spectrum sensing activities. Currently, she works as a professional for an Artificial Intelligence and blockchain project at the Center for the Fourth Industrial Revolution Colombia.
