Lucas Jolias is a Political Scientist graduated from Universidad del Salvador (Argentina). He holds a Masters degree in Political Science and Sociology from the Latin American Faculty of Social Science (FLACSO) in Argentina. He is the Head for Latin America at OS City, a GovTech startup focused on Fourth Industrial Revolution technologies.

He was granted the OAS Fellowship on Open Government in the Americas (3rd generation) and was selected by ICANN to participate in the NextGen program. He was also awarded a fellowship by the Carolina Foundation towards the Methods in Socio Political Analysis summer study program at the University of Salamanca (Spain).

Lucas is a professor and researcher at Universidad Nacional de Quilmes (UNQ) and Universidad technological Nacional (UTN), where he lectures on “Smart Cities”. His work as a professor includes teaching at Universidad del Salvador and Universidad Argentina de la Empresa, among others.

He has served as Academic Coordinator of the International Diploma in Digital Government at the Monterrey Technological Institute (Argentina). He has published scholarly articles about e-governance, political involvement and internet, open data and open government, among others, in specialized magazines.
