Marco is an attorney from the Universidad Externado de Colombia. He is a researcher on electronic commerce legal issues at the International Institute for the Unification of Private Law UNIDROIT (Rome, Italy), he is tenured lecturer at Universidad Externado de Colombia (1993-2019). He served as Coordinator at the Technical Secretariat for the Definition of the Public Policy of Territories and Smart Cities of Colombia (2013).

He is currently director of the Society Observatory, Government and Information Technologies at Universidad Externado de Colombia and director of the Territorio Data Foundation.
