Carlos is a Business Administrator graduated from Universidad EAFIT University of Medellin, with a master’s degree in Marketing from the Instituto de Empresa in Madrid. He has also studied Finance and Public Management. In 2016, after having served as Water Deputy Minister, he was appointed by the former President Juan Manuel Santos as High Counselor for the Regions, a position in which, through the relationship with the regions, mayors and governors of the country, works to contribute to the consolidation of peace and the effective implementation of post-conflict requirements. He was Mayor of Montería from 2012-2015.
